District/Neighborhood Officers

Neighborhood Officer Program (NOP)

The purpose of the proposed NOP is to provide a contact for the citizens for non-emergency and information needs. The NOP also provides the neighborhood with an advocate for their concerns reference crime, fear of crime, physical and social disorder and neighborhood decay. The unit will be an extension of the Patrol Division, and is comprised of uniformed police officers. It is preferable that the Neighborhood Officers be volunteers who each have an area to serve. However these officers could be assigned to work with citizens, patrol officers, and other city employees to identify and assist in solving ongoing problems and becoming a resource to be used in helping solve community concerns.

Those officers selected will be trained regarding the various departments and offices of city government in order to become familiar with functions and responsibilities. In this manner the neighborhood officer can refer citizens to the proper elements of city government responsible for or relevant to a respective issue or problem. The officer can make those various departments aware of existing and potential problems so that they may be addresses in a timely manner.

Neighborhood Officers will be expected to become familiar with the residents, businesses, organizations and problems facing the respective neighborhoods and to take an interest addressing the concerns of those entities.

The officers should be aware that their responsibilities will go beyond the traditional law enforcement role.
